DIPD was established by law no. 530 of 26 May, 2010. According to the law, the overall objective of DIPD is to strengthen Danish democracy support. The activities of DIPD must supplement existing parts of the Danish development assistance framework for democratization. DIPD's work must evolve; according to art. 2 of the law, around the following 4 main objectives: 1) supporting equal partnerships between Danish political parties and partners in developing countries and the development of multiparty platforms in developing countries; 2) supporting independent media, think tanks and civil society organizations; 3) initiatives of DIPD must be developed and implemented in cooperation with a broad group of local partners; 4) including with international multiparty/party support institutions, and other international partners. All grants to project proposals must be approved by the DIPD board. In the cooperation agreement between DIPD and the Danish MFA (2010-2014), 4 overall core objectives were formulated to guide the work of DIPD through the first appropriation period: 1) Partnerships to be established in selected countries equally through the Party-to-party Pool and the Multi-Party Pool; 2) Topics to be addressed such as women and youth in politics, parliamentary work, capacity building and organizational development, training for campaigning, anti-corruption, policy development and exchange of experience, elections and party legislation; 3) The activities of DIPD must be complementary in relation to other interventions supporting democratization around the world; 4) Organizational development of DIPD. In the cooperation agreement between DIPD and the Danish MFA July (2014-2017), DIPD must continue to focus on the above but implement this according to the new strategy 2014-2017, Ideas that can inspire, and through a Results framework developed to this end. In the strategy, DIPDs strategy for change is described as well.


Working with political parties and multiparty platforms in countries with polarized political climate is difficult and characterized by uncertainty. It takes long term engagement and strategic efforts formulating realistic and concrete goals. DIPD learns from existing experiences and research, cooperation with international actors with experience from the countries in question and by employing a strategic approach and thorough planning based on situational analysis and country visits.
